Sustainability and Fleet Transformation in ANZ: What FMOs Need to Know in 2026

Sustainability is no longer a side project for fleets in Australia and New Zealand. Emissions rules now shape which vehicles reach showroom floors, large organisations are starting to report their climate impact, and customers increasingly ask suppliers to prove their footprint.

Fleet Management Organisations (FMOs) sit in the middle of this shift. They have to cut emissions across thousands of vehicles while keeping every one of them on the road, safe and compliant, and doing it without blowing out costs. The good news is that the work that lowers emissions is usually the same work that lowers running costs.

The Rules Have Changed

In 2026, three policy shifts are reshaping how ANZ fleets buy, run and report on their vehicles.

Australia's New Vehicle Efficiency Standard (NVES). NVES took effect on 1 January 2025, with penalties and credits applying from 1 July 2025. It sets falling CO2 targets for new passenger and light commercial vehicles. For light commercials, the 2026 headline target is 180 g/km, dropping to 110 g/km by 2029 (AEVA). The obligation sits with manufacturers and importers, not fleet operators. But it changes which utes and vans are available, what they cost and how quickly low-emission options arrive (Michelin Connected Fleet).

Mandatory climate reporting in Australia. The largest companies have reported climate risks and emissions since financial years starting 1 January 2025. Group 2 entities joined from 1 July 2026, and Group 3 follows from 1 July 2027. Scope 3 emissions are due from an entity's second reporting year (Pitcher Partners). Fleet fuel use is direct Scope 1 for many of these businesses, and suppliers in their value chain are already fielding emissions questions (HVIA).

New Zealand's move to road user charges. Light EVs and plug-in hybrids have paid road user charges (RUC) since April 2024. Heavy EVs stay exempt until 1 July 2027 (NZ Ministry of Transport). The Government is now legislating to move all light vehicles, petrol included, onto electronic RUC (Autotrader NZ). For fleets, that makes accurate distance and vehicle data a cost line, not just a reporting nice-to-have.

Maintenance: The Emissions Lever Fleets Already Own

The fastest emissions win for most fleets is not a new vehicle. It is keeping the vehicles they already run in good condition.

Under-inflated tyres, clogged air filters, worn spark plugs, failing sensors and overdue oil changes all push fuel use up. Each fault is small on its own, but across hundreds or thousands of vehicles the extra fuel, and the extra emissions, add up quickly. A vehicle serviced on schedule also breaks down less, lasts longer and holds more resale value.

The hard part is not knowing this. It is making it happen across a large, spread-out fleet, where every service needs a repairer, a booking, a quote, an approval and a record. When that process runs on phone calls, emails and spreadsheets, services slip, approvals stall and vehicles run longer than they should between visits.

EVs: A Mixed Fleet For Years To Come

Electric vehicles are the clearest path to deep emissions cuts, but no ANZ fleet will switch overnight. Most FMOs will manage petrol, diesel, hybrid and electric vehicles side by side for the rest of this decade.

That brings practical questions. Where will vehicles charge, at depots, at drivers' homes or on the road? Does the higher upfront price pay back through lower fuel and servicing costs on each route? And which repairers in each region can service high-voltage systems safely and well?

EVs need less routine servicing than combustion vehicles, but they still need tyres, brakes, suspension, cabin filters and battery health checks. Heavier EVs can also wear tyres faster. The fleets that make the transition smoothly are the ones that run every vehicle type through one system, so EV servicing does not become a separate, manual process on the side.

Data: Where Sustainability And Savings Meet

Good fleet data cuts emissions and costs at the same time, because both come from the same waste: wasted fuel, wasted kilometres and avoidable breakdowns.

Telematics and service history show which vehicles burn more fuel than they should, which drivers idle or brake hard, and which routes add distance for no reason. Maintenance data shows which vehicles are overdue, which faults keep coming back and which repairers fix them first time. Put together, that lets fleet managers service vehicles before they fail, coach drivers on habits that waste fuel, and decide with evidence when to replace a vehicle or move it to an EV.

The same data now has a second job. Climate reporting and electronic road user charges both depend on accurate records of distance, fuel and vehicle activity. Fleets that still rely on manual logs will find those obligations slow, costly and hard to defend.

How FleetGuru Helps

FleetGuru, from AutoGuru, brings fleet service and repair management into one digital platform for FMOs, their clients and repairers across Australia and New Zealand.

One place to book and approve work. FMOs find repairers, book services and approve quotes in a single system instead of chasing phone calls and emails. Less admin means services happen on time, which keeps vehicles running efficiently.

Every vehicle type in one system. Petrol, diesel, hybrid and electric vehicles are managed the same way, so adding EVs does not mean adding a separate process.

Reporting that supports decisions. Detailed reports across service, repair and spend give FMOs the evidence to plan maintenance, compare repairers, choose replacement vehicles and support their clients' sustainability reporting.

A live compliance record. For heavy vehicle fleets, FleetGuru keeps a live digital record of service and compliance history. That helps operators meet their Chain of Responsibility (CoR) obligations under the Heavy Vehicle National Law and show the work has been done if they are asked.

Faster payments for repairers. FleetGuru speeds up payment for completed jobs. Repairers spend less time chasing invoices, which makes them keener to prioritise fleet work.

Key Takeaways for FMOs

For ANZ fleets, sustainability and efficiency are now the same project. Vehicles serviced on time burn less fuel, good data cuts both cost and emissions, and accurate records make new reporting and charging rules easier to meet.

FMOs that get the basics running smoothly today will be best placed for the tighter targets and broader reporting still to come. FleetGuru is built to help them do exactly that.
